My cousin wishes to enter the 2020 RAID, he lives in Germany and needs to bring his 2cv to Australia and would like to know if anyone has contacts or knows a affordable way to bring it here?

As far as I understood, the best solution is to share a container with 3 cars. The cost is around 12k€ for 3 cars both ways (4000€/car). I am planning to participate next August and if your cousin is interested by sharing a container, we can discuss about it.
